This proposed LRD application is submitted on behalf of by John Flanagan Developments Ltd. and relates to land at Wellwood Housing Site, between the Midland Regional Hospital, to the north of Tyrells Road, Harbour Drive, Harbour Walk and the Thornsberry Estate and south of Arden at Puttaghan, Tullamore, Co. Offaly.

The Plan

The proposed development is for 148no. dwellings in a mix of houses and apartment dwellings. A total of 90no. houses are proposed in detached, semi-detached and terraced format in both single and two storey and ranging in size from 2 to 4 bedrooms. There are 58no. apartments proposed over 2no. four storey blocks comprising of 32no. 1 bed apartments and 26no. 2 bed apartments, with balconies provided at the upper floor levels.

The proposed development also provides public open space areas to serve the development. A creche is also proposed to serve the development and the wider area. The creche is a single storey building with a gross internal floor area of 169sq.m with associated outdoor amenity/play area. A total of  243no. surface car parking spaces and 70no. bicycle spaces.

Location

New vehicular access to the site is proposed off the L1024 Tyrells Road. There is proposed pedestrian/bicycle entrances from Thornsberry, and pedestrian access from Harbour Walk and Harbour Drive estates to link to new areas of public open space on the site. The proposed development also includes for the provision of replacement of the existing wastewater pumping station at Arden Vale and diversion of existing watermain and wastewater lines crossing the site including connections to both.

The proposed development also provides for all landscaping and boundary treatments, public lighting, undergrounding of existing ESB powerlines within the site, an ESB sub-station and all site development works.
